General: Runtime command line argument doesn't work

In Access 95 and 2.0, it was possible to use /runtime command line option to simulate how your application would look at runtime.  However, in Access 97, this command line option might produce the error message:

Can't find the dynamic-link library (DLL) Mso97rt.

    This file (MSO97rt.dll) is installed by ODE or an application created with ODE.  Therefore, without it, we cannot use the runtime command line switch.
